2025 batch officers briefed on electoral processes, EVMs and democratic governance

Bhubaneswar, May 6 (H.S.): Indian Administrative Service (IAS) probationers of the 2025 batch from the Odisha cadre visited the office of the Chief Electoral Officer (CEO) in Bhubaneswar on Wednesday as part of their administrative training programme.
The probationers were welcomed by Chief Electoral Officer R.S. Gopalan, who provided a detailed overview of the state’s electoral management system. He explained key aspects of election administration, including voter registration, electoral planning, and the functioning of Electronic Voting Machines (EVMs) and Voter Verified Paper Audit Trail (VVPAT) systems.
Focus on Electoral Integrity
During the session, Gopalan highlighted the measures adopted to ensure free, fair, and transparent elections. He stressed that maintaining the integrity of the electoral process is crucial for strengthening democratic governance and urged the young officers to build strong expertise in this domain.
“The transparency of the electoral process is vital for a healthy democracy. It is essential for new officers to gain strong domain knowledge in this field,” he said.

The interaction was also attended by Additional Chief Electoral Officer Sushanta Kumar Mishra, Joint Chief Electoral Officer Gopinath Kuanr, Financial Advisor Sanjay Kumar Lugu, Deputy Chief Electoral Officer Lakshmiprasad Sahu, and Deputy Chief Electoral Officer Anamika Singh.
The visit aimed to provide practical exposure to electoral governance and administrative procedures, equipping the probationers with essential insights for effective public service delivery.
